For England, you can use the check and challenge service to update the 2017 rating list.

The VO 7012 form may be used to make an appeal to alter an entry in the 2017 or 2010 rating lists. The guidance notes give full advice on how to complete the form.

However, the 2010 rating list is now closed and appeals can only be made in limited circumstances. You may appeal within 6 months of a VOA notice of alteration. A proposal made citing a decision of a Valuation Tribunal, or higher court, must be made no later than 30 September 2017.
